We are making a normandy action specific to add-on handling (better graduation out of experiments cleanly, enrollment behavior, clearer interaction with user installed add-ons, etc).
The only cut-over issue now will be long running add-on experiments. Shell owns identifying and coordinating timing / impact to any running studies.
