Details
This bug is for some hooks we have for modifying text color/etc before display. This can be used for accessibility to modify text colors/etc to improve readability for people with visual acuity or color-blindness. I'll be posting the patch sometime in the next week or two.

Is this like a front end for modifying user.css?

There is already a bug for dynamically applying stylesheets, which would do what you want.

Reassigning to Randell, who is working on the patch. Since I have no idea what the hell this bug is about, I can't see owning this bug. I eagerly await.

So, Randell, any progress on this patch? This bug was active 4 years ago and there are no specifics of what it is about. I think we should close this as invalid.
