Locale: ja_JP.eucJP

Steps:
1. Make sure the locale is set to ja_JP.eucJP.
2. Launch installer and install with FULL mode.
Please refer to the attachment.

Actual:
Got a warning message.

Expected:
Should not see this message.

Note:
1. This might happen with other locales as well, but it doesn't happen with 
English locale.
2. Looks like it happens with Java plug-in installation.

what a hack. I have not touch mozilla code for 2 years. I didn't read these bugs
for 2 years. And they are still there. Just close them as won't fix to clean up.
