Steps to reproduce:

Attempting to use shortcut keys of the right-click context menu while the Firefox localization is different from the keyboard language.

Actual results:

Nothing

Expected results:

Сontext menu items should work regardless of the language layout of the user keyboard.

Details:
The Firefox context menu (right-clicking on a page) in different language localizations only works if the browser language matches the language layout of the keyboard.

This causes the following problems:

• hot keys only work if the correct keyboard layout is selected (very inconvenient when there are many language layouts on the computer).
• many add-ons usually have their own hotkeys in English only (for example, Open Image In New Tab https://addons.mozilla.org/en/firefox/addon/open-image-in-new-tab-new/).
  In this case, part of the context menu items work with one language keyboard layout, part with another one.
• some add-on hotkeys conflict with built-in hotkeys in Firefox or hotkeys from other add-ons.
  In case of conflict with Firefox, the hotkey just doesn't work.

Hi,
I was unable to reproduce this issue on my end, I tried on Windows 7 and 10, with Firefox Nightly 75.0a1 (2020-03-09) (64-bit).

Does this issue occur with a fresh profile as well? You can find the steps here: https://support.mozilla.org/en-US/kb/profile-manager-create-and-remove-firefox-profiles?redirectlocale=en-US&redirectslug=Managing-profiles#w_starting-the-profile-manager

Or you can also download Firefox Nightly from here: https://nightly.mozilla.org/ , to see if the issue still occurs there as well.

If after doing this you can still reproduce the bug, would you send a video of the bug?

I have installed fresh Firefox Nightly(russian localization) with new clear profile on Windows 7.
I have opened google.com(as on screenshot).
I can use hotkeys with russian keyboard layout(e.g. ru:"т", ru:"ь", ru:"п", ru:"д", ru:"о", ru:"ц", ru:"л").
If I switch my keyboard layout to english i cannot select this menu items with hotkeys.

Hi, I was able to reproduce this bug on Windows 10. This seems to be happening for a long while.

STR:
Right click on any link
Press alt+hot key (example P)

Expected result:
Hot key should work. In case it was P, the link should be opened in a new tab.

Actual result:
Hot key doesn't work. Alt is taken as command to open the file menu.
