When a Chinese bookmark is added, it can correctly display without problem.
After Chinese bookmarks are imported/exported, it cannot correctly display
Chinese characters.
Reproducible: Sometimes
Steps to Reproduce:
1.In Bookmark Manager, choice Tools > Export to export bookmarks to my backup
folder.
2.After reinstall Windows98 and Mozilla, choice Tools > Import.
3.
Actual Results: All Chinese characters in bookmarks cannot correctly display.
Expected Results: No more problems with improt/export Chinese bookmarks.
In older version, it also had this problem sometime. In this version, incorrect
Chinese bookmarks don't even dispaly in Mozilla, I can still see it in
bookmarks.html yet.
Not a crash/hang ==> severity=major, not critical

I guess our import/export code get's nuts with a 2byte charset..?

reporter, if you open the bookmark file in a text editor, do you see
the following line?
<meta HTTP-EQUIV="Content-Type" CONTENT="text/html; charset=UTF-8">
is it UTF-8?
The old bookmarks have been deleted and I cannot export the bookmarks now.(It
seems another bugs) I don't know if it contained UTF-8, but I think this may be
the problem.
