1621094 - "debug information" django admin page fails to load

I don't remember what's in "debug information", but it currently fails to load. If it's not useful, we should get rid of it. If it is still useful, we should fix it so it loads.

I removed the debug view in PR 5352 and 5353.

I deployed this to prod in bug #1635485. Marking as FIXED.
