Now that it's easier to do local indexing of try pushes and such, it's probably worth optimizing the local indexing behaviour a little bit more. One such optimization is to default to KEEP_WORKING=1 so that the working directory doesn't get blown away on every re-run. This will save having to re-download gecko-dev and gecko-blame multiple times.
However we should probably fix bug 1415321 before we do this.

After thinking about this some more, I think a concrete goal here is to ensure that running indexer-setup twice in a row (a) works and (b) reduces unnecessary work as much as possible. In (b) I mean avoids redundant downloads, although it might re-download taskcluster artifacts if there are newer taskcluster artifacts available instead of using the old ones.
This will help both with local testing and with testing fixes on failed indexing runs. I suspect I'll use it for the latter much more than for the former.
