162136 - Feature request: Page scrolling should be smooth

IE since version 4.0 or so has had smooth page scrolling. Navigator and now 
Mozilla continue to have jerky scrolling of pages by comparison.

Demo:

1. Load a web page that is at least 3 pages long
2. If necessary, set page as active focus by clicking on it
3. Hold down the 'down arrow' key to scroll page down

IE:
  Page scrolls down smoothly, almost a pixel at a time

Mozilla:
  Page scrolls down in 2 line height increments.

To implement this, scroll down in smaller increments (a couple of pixels 
perhaps).
