Steps to reproduce:

Run wpt/workers/modules/shared-worker-import-csp.html in a loop with restarts 5 times with flags chaos_mode_flags=3.

Actual results:

The test fails only once and passes for others.

Expected results:

Tests should always pass or always fail. See https://github.com/web-platform-tests/wpt/pull/21857 for more information.
