Steps to reproduce

1. Launch Firefox, access any random Youtube video - ex: link;
2. Enable PIP;
3. Grab the PIP-window from the right bottom or top edge;
4. Resize it to the min-values;

Expected result

• min-size respected;

Actual result

• min-size not respected(as when trying from the left-side corners);
• [x] button ends up bellow the [play/pip-restore] buttons;

Regression range

• will check and provide one asap;

This does not appear to be a regression since it is reproducible from the implementation of the Picture-in-picture feature.
