Steps to reproduce:
- Tools - Filters
- New filter
- Browse this dialog with tab. Choose, eg, "To" in the combo box, and enter "fofo"
- Press tab until the actions combo box, to choose what to do if a criteria is satisfied.
- Choose Move to action
- Press stab to choose the folder.
- Press the down key to scroll the combo box. Nothing happens
- Press space key, then down key, no effect
- Press Enter, wants to validate and refuses as the folder is not chosen.
- Press shift-tab and try to go out this area to go back to the text area where you entered "foo"
- You cannot. You need to press tab to go around all the dialog to be back to this area.
Actual results:
cf, ssep 7 8 and 10
Expected results:
Step 7 or 8 should have opened the list of folders, just like does the left click. Step 10 should have enabled the user to go on with shift-tab until the text area without being stopped.

When creating a new filter in 68.6.0 the Perform these actions section defaults to "Move Message to" and already has "Choose Folder..." selected by default.
If I press the down arrow key I can move down the list of accounts.
If I select "Choose Folder" with the mouse I can use the down arrow key to move down the list of accounts, but no folders are shown. I have to select an account in the list for the folders to appear. I think that's the way it always worked.
When creating a new filter in 76.0a1 the Perform these actions section defaults to "Move Message to" with nothing selected.
I have to use the down arrow key to move that list down and back up to make "Choose Folder..." appear, or click on "Move Message to" with the mouse, then select it in the list to make "Choose Folder..." appear.
If I select "Choose Folder" with the mouse I can use the down arrow key to move down the list of accounts, but no folders are shown. I have to select an account in the list for the folders to appear.
The only problem I see is "Choose Folder..." not being visible in the account creation dialog window until I select "Move Message to".
Reporter in your Step 7 are you saying you don't see the list of accounts, or expect the folders to appear when using the down arrow key? They do if you select an account and you can use the down arrow key to select folders.

Where is your caret when you press down key?
If I select "Choose Folder" with the mouse I can use the down arrow key to move down the list of accounts, but no folders are shown. I have to select an account in the list for the folders to appear. I think that's the way it always worked.
Yes. But so far, I did not need to use the mouse to see the account list and so on. Needing the mouse is a problem, this list should appear via space key or directly like a combo box.

I used the Tab key as per your step 6 and the caret is pointing down when scrolling through the account list in version 68.6.0.

So you use a screen reader?
Yes. Perhaps the content of the combo box is just not sent to it, while it was so far. But it seems here that the caret mentions the label ot the combo (-choose the file), but cannot scroll down without the moluse click.

Hi,
Frankly I cannot say when the bug appeared, as I use nightly but not the feature everyday. Anyway it was not with 68, so I would say it appeared with 76.

You can access the Folder, when you are pressing Alt+Down arrow.

Hi,
Indeed, in latest Nightly, it works. FOr documentation purpose, note that to scrol the directories tree, one needs to press alt-down, then arow keys to browse it. It is not possible to browse this list with just space key and arow keys, as it is usually posible on Firefox or other Thunderbird menus.
