https://firefox-ci-tc.services.mozilla.com/tasks/ejx5xrowTzOAIe9kepAY1Q was scheduled today, and never ran. There were no other pending or running jobs for this worker at the time, nor an active workers (as far as I can tell).

I don't know if there's a bug here or not, but I'm wondering if maybe there's an off by one error or something that prevents a worker from starting if only one task is pending?
