Can't we simply backout the landed patch from bug 1609295? A request can be set there for sheriffs.

Since I couldn’t do the backout becuase of the hunk failures, I made the changes from the backout and pushed to try: https://treeherder.mozilla.org/#/jobs?repo=try&revision=99303d1bd68560aae117d7e23b9419d3a1bc8ea6

It looks great for Rap jobs, but seems to still has a higher failure rate for Fission. I would suggest we only re-enable for non-Fission yet, and do the Fission work later. Bebe, can you take care of that in your newly filed bug? Please also mark it blocking this one so that we have a reference. Thanks.
