Treeherder push updates are not working with Firefox ESR 68

If you load a Treeherder push that has in-progress jobs in Firefox ESR 68, the page does not update when jobs are completed, until you explicitly reload the page.

The devtools console shows TypeError: e.arrayBuffer is not a function at Push.jsx:46:31.

This is a recent regression.

Seems to be from https://github.com/mozilla/treeherder/pull/6094/commits/d3ee01b72424b076085b251411d8d2e3cd8b3d22, and related to Blob.arrayBuffer only being added in Firefox 69.

Actually it seems to work intermittently -- I'm not sure why.
