The page http://dinnerspecialmenu.com/ (just one example)
displays correctly, however, an attempt to scroll causes the whole window to
slow down to the unbearable speed (while being painfuly redrawn).

the problem, most likely, is caused by the use of a background image
by this site. in a download experiment, i removed the "background"
attribute in the BODY tag and that fixed the problem.
