1624010 - Flickering in event and task dialog windows

When resizing event and task dialog windows I see some flickering. The content of the window jitters up and down, which can briefly reveal a gap above the menubar and below the title bar near the top of the window. See attached video clip. Only happens when resizing vertically, not horizontally.

This was on Ubuntu 18.04 with the default GTK theme. Magnus was able to reproduce it, but Alessandro did not see it on Elementary OS (based on Ubuntu 18.04), so it may be an OS related issue.
