Steps:
1. Open Composer, go to html source, insert an image file by using raw non-ascii
name in body, e.g.:
<body background="file:///C/<double type characters>.JPG">

Result:
The image file won't show as background.

Note: if you insert this non-ascii file by escape value, then the background
will be displayed.

Or:
In a Japanese or Chinese localized build which default charset sets to JA or ZH
charset.
1. Edit | Preferences | Composer | New Page Settings.
2. Select a non-ascii iamge file, type it name as RAW non-ascii data, e.g.
file:///C:/<double byte character(s)>.JPG instead of double click the real
non-ascii image file name.
3. Open Composer, doesn't matter if you change html charset or not.

Result:
The image file name will be displayed garbled.
This will prevent user use non-ascii image file by using our Composer, nominate
as nsbeta1.

This error message was seen in both try to add non-ascii image file name in
Prferences and HTML source page in Composer.

Saved one image as 無料配信.jpg to M:\, inserted line

into html source, image displays as background fine. Also checks New Page Settings as proposed in Comment 3, there also no problem now
