162415 - Back/Forward broken (also bookmark dragging)

From start, the Back/Forward buttons are disabled (even if I go to a bunch of
sites). Icon-in-Location-bar dragging also seems to be non-functional. Once I
use the tabbed browsing stuff a little, however, it starts working normally. I
haven't tried to repeat this yet, but I will as soon as I don't mind closing
Mozilla...
These bugs are in the 1.1 branch CVS as on 8/12/02 at about 11:15 PM Eastern Time.

It appears to not be repeating itself, though the first time I had just created
a new profile... Anyone else had this problem?

Reporter, try deleting the mozilla directory except the plugin folder.  Then 
download the latest nightly build.  Let us know how it goes.  This could be a 
duplicate of either bug #162593 or bug #126826.
