Steps to reproduce:

try to download a file, then try to pause and then resume download

Actual results:

you can see there is no chance for pause and resume cause there is no button for it

Expected results:

just add buttons resume and pause and make sure they working well

Pause is in the context menu for each download item. Once paused, the Resume button is next to the download item, replacing the Cancel button.

Component: Untriaged → Downloads Panel

This was done on purpose because the pause/resume actions are not widely used, so they were moved to the secondary ui.
There's no evidence those facts changed in the meanwhile.
