Steps to reproduce:

Installed Firefox 68.6.0.esr (32 bit) on a Raspberry Pi 4 running Raspian or Manjaro from Manjaro.org.

Actual results:

After Firefox started up I tried to view a Movie on https://www.tvnz.co.nz/shows however it came up and said make sure you are running the latest level of your Browser and that your DRM plugins are enabled. I looked at my Addons and found that OpenH264 was Enabled but the was a message there, highlighted in yellow saying `OpenH264 Video Codec provided by Cisco Systems, Inc will be installed shortly. I have been trying for two days to get this Codec installed, but nothing is happening.

Expected results:

I would have expected that Codec to be installed. I have three other computers, one running Ubuntu 18.0.4 LTS and two others on Window 10 and they are both working fine on Firefox and have that OpenH264 installed. However those computers were set up at least 6 months ago.

I'm unable to reproduce it on my end but as a starting point, I'll add this ticket to the Core Plug-ins team so they can make some research on it. Hopefully, someone with a more deep understanding of this matter can help.

Widevine is needed to play encrypted media and we do not have a Widevine copy available to us for ARM linux. I'm afraid there is little we can do to improve this case.

In case it's of interest, OpenH264 is used in other scenarios, such as WebRTC, but will not be used for the protected media case.
