Available in syncstorage v0.2.7

0.2.7's identical to 0.2.5 but also includes the Rust rewrite of purge_ttl.py, 
residing in /app/bin/purge_ttl. It runs similarly to the python version but 
I recommend specifying an additional env var of RUST_LOG=error to enable 
its logging output.

Consider making the purge script triggered by something that uses the python script for anything prior to 0.2.7 and rust from then on?
