1625055 - Approve the 'updatebot' bugzilla account

Description

[Tom Ritter [:tjr] (OOTO until 4/30 at least)]

I created a bugzilla account for updatebot with an email address of [e-mail] per the wiki which it said it sent an email confirmation to which I obviously can't confirm...

Please let me know the correct process for this? I will be creating/tying a phabricator account/api token to this bmo account. (I'll link that bug once I file it.)

Normally an admin needs to create it as we 1) validate the naming, etc. and 2) we can set the password manually since emailing the bot will not work. Leave a public gpg key link in this bug and I will email you the bots credentials.
