1625132 - Compatibility panel: add telemetry to track panel usage

We should track the following metrics:

• Panel selection (no expiration)
  It looks like we can use the following logic:

• MDN links should get utm parameters (no expiration)
  An example is here: https://searchfox.org/mozilla-central/rev/4d9cd186767978a99dafe77eb536a9525980e118/devtools/client/netmonitor/src/utils/mdn-utils.js#106

This is something we should do in a follow up (we need to file a bug for it):

• Clicks on html elements (4-6 months?)
  This may help us to understand how people work with the panel.

• Collect compatibility issue (optional, might be a follow up)
  This can help to see how useful the tool is
  It could also help to see the trend
  The Compat team could be interested in this
