1625193 - The "Take Your Settings with You" card is not instantly replaced on "about:newtab" after signing in from the "about:welcome" page

• Firefox Nightly 76.0a1 - Build ID: 20200326093308

[Affected Platforms]:

• Windows 10 x64
• Mac 10.15.4
• Ubuntu 18.04 x64

[Prerequisites]:

• Have a new Firefox profile.
• Have a valid FxA account.

[Steps to reproduce]:

1. Open the browser with the profile from prerequisites and navigate to the "about:welcome" page.
2. Click the "Sign in to Sync" button from the "Take Your Settings with You" card.
3. Sign in with the account from prerequisites and open a new tab.
4. Observe the triplets displayed in the top part of the page.

[Expected result]:

• The "Stay Alert to Data Breaches", "Browse Privately" and "Instantly Send Yourself Tabs" cards are displayed.

[Actual result]:

• The "Take Your Settings with You" card is still displayed.

[Regression Window]:

• Considering the fact that this issue is not reproducible with the old version of the "about:welcome" page, using the mozregression tool I have managed to find the following regression:

From the pushlog bug 1622474 stands out.

[Additional Notes]:

• The "Take Your Settings with You" card is replaced after ~10 seconds.
• This issue is not reproducible if a new FxA account was created instead of logging in with an existing one.
• This issue is not reproducible if the "Sign in to Sync" button from the "Take Your Settings with You" card is clicked from the "about:newtab" page.

This issue appears to be duplicate of 1625195 as behavior of swapping card on about:newtab should stay same for a user signin to sync from about:welcome or "Firefox Accounts" toolbar button. Thanks
