I don't know if this has ever been done, but I had the idea the it would be cool to be able to spit a browser window in half (or whatever % you wanted) A good example of what I mean can be found in AppleWorks (V. 6 for sure, I think earlier also - I don't know if other word processors do this as well) Just above the vertical scroll bar there is a small rectangle the width of the scroll bar and just a few pixels high. There is another small rectangle at the left of the horizontal scroll bar. By dragging either one of these rectangles you effectively divide your document in 2. (or 3, 4, 6, or 9) AppleWorks allows 2 horizontal spits and 2 vertical splits, but I would think that for a browser 1 spit horizontally OR 1 spit vertically would be enough. (so you can spit either way, but not both) This would, in effect, be like creating your own frames. I could see keeping a list of headlines in a small section at the top of my browser, then when I click a headline it loads the page in the lower part of the window, and leaves the list of headlines there. I think this feature might be better suited to Mozilla than Chimera. Basically it's asking for user-invokable frames.
I also don't think this should be added to Chimera. Maybe to Mozilla, but not to Chimera. Essentially, this feature is sort of a mixture between adding a new tab and opening a new window, but I don't think it would anything valuable compared to these two features. Chimera should stay lean & mean, if we add every feature that somebody wants, we end up with the same bloatware in the end. Just my two cents :-)
