mozconfig.cache is already pulled in via mozconfigs.common: https://searchfox.org/mozilla-central/rev/fa2df28a49883612bd7af4dacd80cdfedcccd2f6/browser/config/mozconfigs/win64/mingwclang#28
mozconfig.cache is already pulled in via mozconfigs/common earlier in these files.
As a bonus, this will replace part of the "mozconfig.common.override should always be last" cleanup that I'm planning to do later today.
