1626917 - disable talos and js-bench tests running on opt builds in place of shippable builds

in bug 1623354 tests are being disabled for raptor, this needs to be done for talos and js-bench tests as well.

js-bench are only run on opt, not shippable, I just confirmed on the tip of autoland and try server. If you can make these run on shippable, that is fewer jobs that depend on the opt only build and also giving results for what we ship.
