User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.15; rv:74.0) Gecko/20100101 Firefox/74.0

Steps to reproduce:

Click to open htm/html file in e-mail or Finder (macOS Catalina 10.15.4).

Actual results:

Opens 2 Firefox windows. Foreground window displays file contents correctly. Background window is blank - looks like a regular just opened Firefox window w/o any file contents.

Expected results:

Should have opened just one Firefox window showing file contents, not two windows.

This same issue occurs in Firefox Developer 75.0b11 (64-bit).
Obviously, this issue must be determined to be a Firefox or macOS Catalina (10.15) problem. I did not see this issue occur in the previous major macOS 10.4 version.

I just visited the Apple site to search for this issue.
One possible remedy was to open restart the computer in Safe Mode, then re-test the issue.

This issue did not reproduce itself in Safe Mode.

I restarted normally and retested this issue. It did not reoccur.

Apparently, there is an issue in macOS 10.15 (Catalina) that can be resolved by performing the steps above.

Bug resolved - macOS 10.15 (Catalina) problem, NOT Firefox 74.
