Export bookmarks fails says export "File is not writable"
 if attempt to export to expisting file is made and silently fails to do
anything if attempt to export to a non-existent file is made. This should work.

Reproducible: Always
Steps to Reproduce:
1.Select "Manage Bookmarks
2.Select Export...
3.Select a Bookmarks.html file.

Actual Results:  If the file existed, I received an error message. That the file
was not writable even if I had access rights to the file. If the file was did
not exist, no error message was written but no file was created.

Expected Results:  The exported bookmark file should have been created.
