Steps to reproduce:

1. Just open Page Info window.
2. Navigate to Media tab
3. Scroll and observe. (Increase list's height to observe it better.)

Tested on 76.0b1 and 77.0a1 Nightly (2020-04-07) (64-bit) on Windows.

Actual results:

Page Info window Media tab list scrollbar's dragger has wrong size.

It gets corrected on window maximize, but not on manual window resize.

Also, if it's content height is less than listbox height, no scrollbar is shown (as expected), but scrollbar will not appear if list's heigth is decreasd by dragging.

Expected results:

It shoud have correct height.
