Details
If you close all of the open browser tabs the browser reverts to tabless
browsing. That is ok. However if you then close Mozilla and reopen it there
still are no tabs even though "Hide the tab bar when only one tab is open" is
not checked in the preferences. You have to go to File - New - Navigator Tab...
Then two tabs open, one for the current page and a new one.

Dupe of bug 159191? Or just related?
I mentioned this behaviour earlier in bug 159151 comment 19.
(Having read the comments on bug 159151, it sounds like this topic is going to
be discussed in a few weeks.)
