162905 - Bookmarks info window gets messed up when resized

It's possible to get the bookmarks info window into a bad state:

1. Get Info on a bookmarks folder
2. Resize the bookmarks info window
3. Select a bookmark; note that the newly shown fields are misplaced.

Should add platforms Win95 and Win98 also.

Here's the test:

Open Manage Bookmarks. Better have several pages of bokkmarks.
Place the highlight on a bookmark in the first page.
Scroll down at least one page, so the highlight is not visible.
Resize the Manage bookmarks window.
After the resize operation has finished, the view is changed so that the 
highlighted item is visible and somewhat centered.

Expected behaviour: when resizing bookmarks manager, it should retain the same 
viewed position, taking as reference the first bookmark that is visible.

I fixed this with a container view for those items that get shown/hidden, and
some manual resizing code.

vrfy'd fixed in chimera (the implementation for bookmarks in mozilla differs
from chimera, so another bug should be filed there if it doesn't exist already).
tested on 10.2.1 with 2002.11.04.
