Steps to reproduce:
I open a website and get a message that I need to turn off my tracking protection in order to show the page. I turn off the tracking protection to the left of the lock in the address line, because I trust the page. I retry to open the page, but still get the same message (even though the Enhanced Tracking Protection is off.
Actual results:
I opened Alternet.org and got a message saying that if I disable AdBlocker for Alternet I can then visit the site for free. It gives me instructions of how to do that (by clicking on the Tracking Protection button. I do that, and it indicates that Enhanced Tracking Protection is off for the Alternet.org website. But, I still get the same message and am blocked from getting into the Alternet.org site. This has also happened with other web sites.
Expected results:
Once I turn off Tracking Protection for a site I trust (allowing them to advertise), shouldn't I be able to get into the site?

I'm not able to reproduce.
- Are you sure tracking protection is disabled? You should see that the shield icon in the URL bar is crossed out.
- Do you have any privacy/ad blocking extensions installed? You can try restarting in safe mode and seeing if you can reproduce the issue. See: https://support.mozilla.org/en-US/kb/troubleshoot-firefox-issues-using-safe-mode.

Clear a needinfo that is pending on an inactive user.
Inactive users most likely will not respond; if the missing information is essential and cannot be collected another way, the bug maybe should be closed as INCOMPLETE.
