Steps to reproduce:
- Start Nightly
- Try to click bookmarks on bookmarks toolbar
or
Try to click text(fake) field in new tab page
Actual Results:
The Urlbar Search Tips obstructs those mouse clicks. See attached screenshot
Expected results:
Such overlap should not obstruct any UI

I'm going to defer to Verdi on this one, but I imagine this will be a WONTFIX. After a Search Tip is displayed on the New Tab page, if the user clicks "Okay, Got It" or types in the address bar, they are never shown again. This behaviour has a precedent: we have other notifications (doorhangers and the like) that also temporarily obscure browser UI.

Considered how easy it is to dismiss these tips, the fact they appear a very limited number of times, and that they don't work much differently from other notifications, we don't think it's worth spending time on this issue.
