162969 - clean up and integrate Terry's DER decoder test program with all.sh

A new DER decoder was introduced in NSS 3.6. This created the need for some test
cases. Terry created an ASN.1 test program with 16 DER tests that was used to
check and review the code. It needs to be integrated into our automated NSS QA
test suite.

NSS 3.7 release has been renamed 3.8.

This test program needs to be cleaned up so the result can be machine-tested ,
rather than only human-readable as it is currently. When that's done, it should
be integrated with all.sh .

This bug talks about integrating "DER decoder tests" but it really refers to
just one test program written by Terry.

We have numerous other tests for our DER decoder, including 
a) the NISCC tests (~8 million test cases)
b) my collection of certs that have given us trouble in the past, and for
which I wrote a small (trivial) test script.  Not all of these certs are
suitable for public use (that is, we don't have all their owners' 
permissions to make them part of the mozilla repository).

Those things could also be integrated into NSS testing.  
Are they beyond the scope of this bug?  

IMO, either 
(a) this bug's subject should be changed to mention integrating Terry's 
test program, or 
b) this bug should be widened to include the integration of our other 
cert test resources.

Nelson,

Thanks for the reminder. Jason is well aware of the NISCC test suite for
certificates. I just don't think we want to have that in all.sh due to the
length of time it takes to run the entire test suite.
