This is important, but not important enough to block release.
I had a script inside a COEP environment that failed to load and all I got was
Loading failed for the <script> with source “https://web-platform.test:8443/resources/testharness.js”.
which is not great for debugging.
(In particular, the setup was a COEP document with a data URL document in a frame that fetched a script over HTTPS.)
