Steps to reproduce:
I can reproduce every time by doing the following in any Yahoo Japan! (yahoo.co.jp) IMAP account
(please note it does not appear to affect mail accounts with other providers)
Right click (or Control-click) on "Deleted" folder and select "Empty Deleted"
Click "Yes" button when asked to confirm "empty deleted"
Reproduced consistently on Mac OS X 10.11.6 and MacOS 10.14.6 with multiple users and locales set to English (UK) and to Japanese in existing and new profiles set up specifically for testing. All 4 yahoo.co.jp accounts have the same problem in all cases.
Actual results:
Messages disappear momentarily and then come back. If the folder is open you can see it repopulates one message at a time, at a speed of about 50 to 100 mails per second, they do not all reappear instantaneously.
NB
This problem only affects yahoo.co.jp accounts (outlook.com, gmail.com and naver.com accounts tested give expected results).
This problem has existed for some time (more than a year). Sorry, can't remember exactly when I first noticed nor whether it was after an upgrade or not (ie whether the likely cause was a change in Thunderbird or at Yahoo Japan!).
Expected results:
Messages should disappear permanently from the deleted folder.

I should have mentioned:
Selecting all the messages in the deleted folder and using "Delete Selected Messages" from the context menu does work as expected with yahoo.co.jp accounts. It is only the "Empty Deleted" option which fails.

Yes.
I am now using version 78.8.0 and there's no change to this behaviour.

What is "Deleted" folder. There is no "Deleted" in the folder pane.

I can reproduce the issue on "Trash" folder.
The issue is reproduced in Tb88.0a1, Tb45 and Tb60 as well. Maybe the site problem.
I assume that the naming of the folders is dependent on the OS display settings at install time. Unfortunately the name doesn't change when the display language is changed nor per user. It is "ゴミ箱" on the web interface and maps to the "Trash" folder in the file system so what you have reproduced is the same issue.

Deleted is used in place of Trash in the en-GB localization.
