print in pdf always creates only image-pdf

Steps to reproduce:

1.) Open a web page (e.g. https://www.mozilla.org/de/)
2.) Printing the website via a PDF printer
3.) Open the created document in PDF viewer

I have tested it, without success, under different browser versions (>=FF68), operating systems (Windows and Linux) and different PDF printers. Under Linux there is still the possibility to "print to file" - here the PDF is created correctly. It also helps to select "simplify page" in the print dialog, but then the layout is broken and the button is often disabled.

I could also find similar bugs: 1398540, 1343882.

Which HTML elements prevent rendering in text?

Actual results:

The created PDF contains no selectable text, everything is rendered as an image.

Expected results:

The PDF should be created correctly with selectable text and images.

Bugbug thinks this bug should belong to this component, but please revert this change in case of error.
