Details

If I press the pause button in a download dialog, the timer stops as well. 
But when I resume downloading, the timer jumps forward and shows the total 
time, *including* the time the download was paused.

I suspect this also affects the predicted time left, but I'm not sure.

I would prefer Mozilla to only show the time really spent downloading; don't 
increment the time when paused, that is. If the current behaviour is 
correct, and the timer should be incremented, it should not appear to stop 
but continue counting.

I use version 1.0.0, BTW. Bugzilla won't let me enter anything except 
'other'.
URL??  Where do you downloaded the file from?
The problem is general, I just tested it on Debian Linux as well. Try 
downloading any large file, then press 'Pause' after a while. 
Wait a few seconds, then press 'Resume'. Note how the 'Time elapsed' 
jumps and shows the total time instead of just continuing from where it 
left off.
