Actual results:

When opening any question, the Question Details is always closed.

Expected results:

I prefer Question Details to stay open.

i agree - having version, OS information and about:support data (in case it was provided) at hand is the most important information for a contributor in order to provide a relevant answer when replying to a thread.
so this section should be expanded out of the box and displayed before any tags.
