At least on Windows 10, when you hover the window controls on a normal window, their tooltips' background color is yellow-ish, but on normal Firefox windows (e.g. not DevTools in a separate window / the about dialog etc.) the tooltip background color is plain white.

For comparison, in Chrome the tooltips are displayed with the native yellow-ish background color.

Actually these are the only ones I've noticed. I've checked on File Explorer, Chrome, MS Excel and the old style Control Panel.
I can check later on Windows 7 if that's also the case, if you'd like.

Wait, sorry, I'm confused. I guess I hardly ever view tooltips... I don't see any tooltips on Chrome's caption buttons, the tooltips inside Chrome are white (with borders that are cut off on the bottom, presumably that's a bug...) and the ones for other buttons on other apps (file explorer, write.exe) seem to have blue gradient backgrounds on Win10, with a bold title, a few linebreaks, and then a description of what the item does. The ones for the taskbar are small white. The ones for files inside File explorer are also white.

Pretty sure we don't want to switch to the blue-gradiented, bold-title + descriptive text tooltips for everything in the UI just on Win10. So perhaps this is wontfix, if the tooltips we have are otherwise reasonable... I don't think the caption ones are important enough to do a bunch of work just to make them yellow - we use a generic tooltip everywhere, and although we could use a different one here it'd be messy and we'd have to duplicate strings to avoid a11y downsides (because the tooltip attribute which we'd have to use is not usable for a11y, see bug 1576067).

I'll leave it up to Dão and the other folks working on the Themes component to make a call, I guess.

Let me rephrase myself then- only the window control tooltips (Close, Restore, Maximize, Minimize) have this issue being white instead of the OS's native yellow-ish.
On other tested windows these are the only ones that have this yellow-ish tone, and this bug is about matching that to Firefox's window control buttons.

I don't think there's a good reason for Windows using different types of tooltips in different places, it seems to be some sort of sloppiness or inability to update legacy frameworks. The yellow type is the oldest of the bunch, so we don't want to match that.
