using 10/13 build of apprunner

1) launch apprunner
2) open an existing document that doesn't have a title
3) make an edit/chage to it
4) click on Save button
5) Click OK on the Title panel that comes up

Notice at this point the Save As dialog comes up.

It shouldn't bring up the Save As dialog. See 4.x behavior.

We decided that we will prompt the user for the Page Title only for documents
we create. If a page is loaded that doesn't have a title, we don't bug them
about it when they save the file.
Note: I changed the summary -- the primary concern of this bug is that the
Save As dialog should not appear if the file already exists (NOT a new
document created by Composer.)
