Steps to reproduce

1. Bookmark any website (CTRL+D)
2. Open the Edit This Bookmark (click on the Star icon inside the address bar)
3. Expand the Folder section from Show all the bookmarks folders arrow
4. Observe the New Folder button bellow the section

Expected result

• The button has the “New Folder” label, the button is not shrinked

Actual result

• The label is missing, the button is shrinked

Verified fixed as part of PI 551; tested with Nightly 77 across platforms (Windows 10, macOS 10.15 and Ubuntu 18.04).
