bug 1622917 introduced an explicit list of permissions for which we shouldn't prompt.
bug 1631137 partially removed the check in one place and started to rely on the non-existence of a permission warning message in order to determine whether a permission should be prompted for.
To make sure that these two things are in sync, let's add a test for it. It probably suffices to add one extra line at https://searchfox.org/mozilla-central/rev/3446310d6cc5c85cde16a82eccf560e9b71a3d44/toolkit/components/extensions/test/xpcshell/test_ext_permissions.js#604
