Steps to reproduce:

1. Go to Facebook
2. Fill in a set of credentials and click out of the fields
3. After the grey key icon is displayed on the left side of the address bar navigate to it using Shift+TAB and check the focus ring
   3.1 Also check it for the Site Infomation (lock) icon

Expected:
Focus ring should be displayed correctly for both icons

Actual:
The focus rings are cut off for the Site information and Password Manager doorhanger icons

Regression=range:
This is a regression of the Bug 1629947 fix, mozregression confirms the same with the following pushlog:

Regressing bug was backed out from 76 and 77.
