So this basically reduces down to a "overflow:hidden scroll" div having a height of 16 in Firefox and a height of 0 in Chrome.

This presumably doesn't happen on mac / android because of overlay scrollbars, right?

This seems bug 1365806 basically... I think our behavior is not unreasonable, fwiw, but we should consider changing it. This is the minimum height of the scrollbar for a given platform.
