There is not an immediate use for this, but there will be. We may as well set it up to avoid confusion if anyone is independently trying to write efficient shutdown code in child processes.

Hi Doug, it seems that we are in a better shape here now that we did bug 1689953 ? I would assume the remaining work to be somewhat equivalent to bug 1697745 now?
