We currently download mbsdiff and mar from fixed URLs inside the partials generation task (although they are latest urls, so the contents do move). These tools are available as a toolchain, which would make life more predictable.

We should double check how many changes there are to those tools (I suspect not many) and whether using the toolchain gets us the same result.
