Bug 1629757 cleans up the loading of about:addons so the tab is always being reused, but it still depends on the EM-{ping,pong,loaded} observers to correctly load the view. It would be nice to remove this observers and to tidy things up a bit.

Note that when about:addons is already loaded, we want to select the right view before switching tabs.
