1633937 - Add Windows OS Build info to about:support

Currently the only information in about:support on the Windows 10 version is: Windows_NT 10.0.
This bug is to add the build number to this so we know which version of windows users are running when they report issues.

Once the NSPR patch is ready and reviewed, I'll land into the NSPR repository, and then we can create a new NSPR release at the next occassion.

This Firefox feature enhancement can land into the version that will pick up the next NSPR version 4.26 tracked in bug 1640515
